Gene Kelley has been assisting with adoptions for more than 25 years. This part of his practice is known as Adoption Legal Services. As a licensed practicing attorney, Gene is authorized under Arkansas laws to complete adoptions within the state. Unlike facilitators and agencies, he is able to complete the entire procedure. With our program, you work from beginning to end with the same people. And yes, we provide all of the same services as an agency such as prenatal and postpartum counseling, living assistance and your choice of adopting parents. Gene is a member of the American Academy of Adoption Attorneys and a past President of the Benton County Bar Association. He served as an Associate Justice on the Arkansas Supreme Court and was appointed to serve as Chief Justice of the Arkansas Supreme Court. Gene graduated from the University of Arkansas and the University of Arkansas Law School. He served as Executive Secretary to former Governor Dale Bumpers. Gene lives near Rogers, Arkansas. He is the father of five children and practices law with two of them. He has spoken at numerous adoption programs in Arkansas and Missouri. During his career, Gene has placed more than 500 children for adoption.

Joye Kelley is the office manager and oversees the development of the files, the handling of expenses and the preparation of the legal documents. Joye is also Gene's wife and holds a master's degree in education from the University of Arkansas. She is available if you need an update on your file. Joye is the person that holds everything together.
